The Day of the medical worker-2020 was met on the front line

On the third Sunday of June, medical workers of the Lipetsk region celebrated their professional holiday. This year, it fell on the 21st. On the eve of the solemn date, representatives of the healthcare sector were honored both in the medical institutions of the region and in the relevant management.

For the first time, congratulations from the Governor of the Lipetsk region, I. G. Artamonov, the Deputy governor of the region, A. I. Ilyin, and the head of the Health Department, Yu. Yu. Shurshukov, were delivered in an online format.

"We continue to implement with dignity all that was planned since the beginning of the year, this is the state program for the development of health care in the Lipetsk region, the national project" Health Care", improving the quality of access to primary health care, the development of the digital health circuit of the region " -said the head of the health Department of the Lipetsk region Yu.Yu. Shurshukov.

The transformation has entered the work of all institutions-from FAPs in remote villages to regional hospitals. A new impetus was given to the system of primary care, children's health, and the fight against cancer and cardiovascular diseases. Last spring, an important construction project of the surgical building of the oncological dispensary was launched: the 4-storey building will have nine operating rooms, intensive care units and anesthesiology. An influx of qualified personnel has begun, "lean" technologies are being introduced, and the ambulance fleet is being replenished.

According to the results of 2019, the indicator of reducing infant mortality in the Lipetsk region became the best in the Central Federal District and the third-in Russia. In terms of reducing the mortality rate of children aged 0 to 4 years and 0 to 17 years, the region is the absolute leader! Medical workers also managed to provide a noticeable 8% reduction in mortality from diseases of the circulatory system. Of course, these places of honor "stand" for the great work of professionals and the re-equipment of institutions.

Within the framework of the national project "Healthcare", paramedic and midwifery centers and general medical practice departments are being built in various districts of the Lipetsk region. These facilities will make medical care as accessible as possible for all residents of our region, regardless of their place of residence. Telemedicine consultations of patients in FAPs connected to the regional medical information system are being successfully implemented. And all medical institutions in the region will soon be operating under the lean technology system.   

Currently, almost 27,000 medical workers work in the Lipetsk region, including about 4,000 doctors and almost 11,500 secondary medical workers. In 2020, 460 medical workers received a well-deserved assessment of their contribution to regional health care, including:

• 69 people were awarded the badge of " Excellent Health Worker»;
• 98 people with the Certificate of Honor of the Ministry of Health of the Russian Federation;
• 5 people with the Certificate of Honor of the head of the administration of the Lipetsk region;
• 68 people with a certificate of Honor of the Lipetsk Regional Council of Deputies;
• 21 people with the medal " For the Glory of the Lipetsk region»;
• 125 encouraged by the Gratitude of the Minister of Health of the Russian Federation;
• 65 people were encouraged by the Gratitude of the head of the administration of the Lipetsk region;
• 9 people with a letter of thanks from the Lipetsk Regional Council of Deputies.

This year, 30 medical workers were awarded the honorary title "Honored Health Worker of the Lipetsk region". 

The region is successfully implementing measures of social support for medical workers aimed at attracting and securing specialists in state medical organizations of the region. Every year, more than 100 million rubles are spent for these purposes from the regional budget.

The regional legislation provides for social payments for the purchase or construction of housing for doctors of scarce specialties, and monthly compensates for the costs of paying for housing and communal services.

Graduates of institutions of secondary professional medical education who are employed in the positions of specialists with secondary medical education of paramedic and midwife stations are provided with a one-time payment in the amount of 50 thousand rubles.

Last year, the regional law was adopted, increasing the amount of compensation for rental housing for doctors of state medical organizations of the region located in the territory of municipal districts of the region and doctors of scarce specialties in Lipetsk and Yelets, doubling the one-time payments for average medical personnel who are employed in the ambulance service for the first time, a new measure of social support "Governor's million" for doctors of scarce specialties was approved. To date, 18 doctors have taken part in the program, and 11 more specialists are planning to find employment in the near future.

The implementation of the federal programs "Zemsky Doctor" and "Zemsky Paramedic" continues, under which doctors are provided with one-time compensation payments in the amount of 1 to 1.5 million rubles, and average medical staff from 500 to 750 thousand rubles.

To increase the level of motivation of young doctors who have completed their residency to return to the health care institutions that sent them to study in their specialties, a monthly scholarship is provided at the expense of the regional budget for residents who study within the target admission. Scholarships are also provided to students who are sent for targeted training in medical universities.

Understanding the responsibility that you have assumed, the country's leaders have decided to provide additional financial support to medical personnel, ensure their safety, and equip hospitals, " Igor Artamonov, the Governor of the Lipetsk Region, congratulated the medical workers.
