INFORMATION MEMO for foreign citizens wishing to enter the Russian Federation for the purpose of medical treatment

ATTENTION!

• The arrival of a foreign citizen in the Russian Federation for the purpose of treatment under the restrictions adopted by the Russian Federation, taking into account the current epidemiological situation, should be considered as an urgent need for the provision of highly qualified assistance by the medical personnel of medical institutions of the Russian Federation.
• For providing a foreign citizen with false information to obtain a permit to enter the territory of the Russian Federation for the purpose of treatment, as well as providing fake documents confirming an invitation to treatment in medical organizations of the Russian Federation when crossing the state border of the Russian Federation, criminal liability is provided under Article 322 of the Criminal Code of the Russian Federation "Illegal crossing of the State Border of the Russian Federation".

This information note is valid under the conditions of restrictions related to the current epidemiological situation for the new coronavirus infection (COVID-19).

Recommendations:

• A foreign citizen must choose a medical organization to receive medical services. Please note that the form of ownership of a medical organization does not matter. A foreign citizen has the right to apply to both public and private medical organizations.

• After choosing a medical organization, you need to contact its representatives. A medical organization may request information from a foreign patient that is necessary to clarify the possibility of providing medical services requested by a foreign citizen, as well as to make a decision on issuing documents for an invitation.
• Currently, the following procedure for processing documents for entry into the territory of the Russian Federation is in effect:

a) for citizens of foreign states subject to a visa-free regime, in conditions complicated by the current epidemiological situation related to the new coronavirus infection (COVID-19), in accordance with paragraph 1 of the Order of the Government of the Russian Federation "On Amendments to the Orders of the Government of the Russian Federation of March 16, 2020 No. 635-r and of March 27, 2020 No. 763-r" of June 6, 2020 No. 1511-r, a foreign citizen has the right to enter the Russian Federation for treatment, provided that they present valid identity documents and are recognized by the Russian Federation." The Russian Federation in this capacity, and a visa or visa-free procedure in cases stipulated by international treaties of the Russian Federation, as well as documents (copies of documents) issued by a medical organization confirming an invitation to treatment, indicating the time of treatment, or documents (copies of documents) issued by the Ministry of Health of the Russian Federation.

Thus, when crossing the border of the Russian Federation, together with the identity document, you must present documents issued by a medical organization confirming the invitation to treatment, indicating the time of treatment (copies of documents).

b) In respect of citizens of foreign states who are not subject to the visa-free entry procedure to the Russian Federation, in the event of a positive decision of a medical organization regarding the possibility of providing medical services to a foreign citizen in this medical organization, such a medical organization should apply to the migration department of the territorial body of the Ministry of Internal Affairs of Russia at the regional level with a request for an invitation to enter the Russian Federation for a foreign citizen or a stateless person for subsequent registration of an ordinary business visa for the purpose of "treatment".

In addition, we note that the list of documents provided together with the application, the procedure and terms of issuing an invitation are defined in paragraphs 24, 27, 62-82 and 122-131 of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation on the provision of state services for issuing invitations to enter the Russian Federation for foreign citizens and Stateless persons, approved by Order of the Ministry of Internal Affairs of the Russian Federation No. 735 of September 21, 2017 (this information is available on the official website of the Ministry of Internal Affairs of the Russian Federation in the subsection "Legal information" of the section " For citizens»);

• at the applicant's choice, the invitation can be issued on paper or in the form of an electronic document;
• the issued invitation is sent to the foreign citizen for applying to the diplomatic mission or consular office abroad, where the issue of issuing a visa is considered on the basis of this invitation.

Thus, when crossing the border of the Russian Federation, along with an identity document and a visa, you must present documents issued by a medical organization confirming an invitation to treatment, indicating the time of treatment (copies of documents).

In addition, we note that when planning a visit to the territory of the Russian Federation, it is necessary to take into account current information on the epidemiological regime of the subject of the Russian Federation to which the foreign citizen is sent.
