Analysis and conclusions based on the results of a survey on the topic "Violation of the rights of citizens to receive free medical care under the Program of state guarantees of free provision of medical care to citizens in the Lipetsk region"
In the period from October 11 to 21, 2021, the Health Department of the Lipetsk region conducted a survey on the topic "Violation of the rights of citizens to receive free medical care within the framework of the Program of state guarantees of free provision of medical care to citizens in the territory of the Lipetsk region" among registered users of the Unified Portal of State and Municipal Services (Public Services) with a confirmed account.
The following question was put to the vote of citizens: "Which of the answers is more effective when applying for protection of their violated rights to receive free medical care?".
From the data obtained, it follows that the most effective method of resolving the conflict, according to the citizens participating in the survey, is to address the competence of the administration of the medical organization (43% of the participants voted for it). The second most popular answer was: "Appeal to the health department of the Lipetsk region", 29% of the survey participants voted for it. The remaining votes were distributed equally by 14% among respondents who consider it effective to appeal to the Administration of the President of the Russian Federation, and who find it difficult to answer the proposed question.
The data of the survey made it possible to get an idea of the awareness of the population of the Lipetsk region about the procedure for considering citizens' appeals. Indeed, the most effective and correct way to violate the rights to receive free medical care is to contact the management of a medical organization. This rule is regulated by Article 8 of Federal Law No. 59-FZ dated 02.05.2006 "On the procedure for considering appeals from citizens of the Russian Federation", which states that a citizen sends a written appeal directly to the state body, local self-government body or to the official whose competence includes solving the issues raised in the appeal.
