Provision of vouchers for sanatorium treatment to pregnant women under the age of 35 inclusive, in need of social support

Applicant:

• pregnant women under the age of 35 inclusive, whose average per capita income is below the subsistence minimum per capita (11931 rubles in 2023) are Russian citizens permanently residing in the Lipetsk region.

Terms of provision:

• the voucher can be received by families with an average per capita income below the subsistence minimum, who have the following property and savings:
  • one apartment of any size or several apartments, if the area for each family member is less than 24 sq.m. At the same time, if the premises were deemed unsuitable for living, it is not taken into account when assessing the need. Also, residential premises occupied by the applicant and (or) a member of his family suffering from a severe form of chronic disease, in which it is impossible for citizens to live together in one room, and residential premises provided to a large family as a support measure are not taken into account. The shares that make up 1/3 or less of the total area are not taken into account;
  • one house of any size or several houses, if the area for each family member is less than 40 sq.m. At the same time, if the premises were deemed unsuitable for living, it is not taken into account when assessing the need. Also, residential premises occupied by the applicant and (or) a member of his family suffering from a severe form of chronic disease, in which it is impossible for citizens to live together in one room, are not taken into account. The shares that make up 1/3 or less of the total area are not taken into account;
  • one dacha;
  • one garage, parking space or two, if the family has many children, there is a citizen with a disability in the family, or a motor vehicle or motor vehicle has been issued to the family as part of social support measures;
  • land plots with a total area of no more than 0.25 hectares in urban settlements or no more than 1 hectare if the plots are located in rural settlements or inter-settlement territories. At the same time, land plots provided as a support measure for large families, as well as the Far Eastern hectare, are not taken into account when calculating the need;
  • one non-residential premises. Outbuildings located on land plots intended for individual housing construction, personal subsidiary farming, or on garden land plots, as well as property that is common property in an apartment building (basements), or common property of a horticultural or horticultural non-profit partnership is not taken into account;
  • one car, or two if the family has many children, a family member has a disability or the car was received as a measure of social support;
  • one motorcycle, or two if the family has many children, a family member has a disability or a motorcycle is received as a support measure;
  • one unit of self-propelled machinery under 5 years of age (tractors, combines and other items of agricultural machinery). Self-propelled vehicles older than 5 years are not taken into account when assessing the need, regardless of their number;
  • one boat or motorboat under 5 years old. Small vessels older than 5 years are not taken into account when assessing the need, regardless of their number;
  • savings, annual income from interest on which does not exceed the subsistence minimum per capita in Russia as a whole (i.e., on average, these are deposits in the amount of about 250 thousand rubles).

Families with new (up to 5 years old) powerful (over 250 hp) cars will not be able to receive a measure of support, except when it comes to a family with 4 or more children, and this is a minibus or other car with more than 5 seats.

To assign a support measure, there must be a receipt of funds for at least one of the categories:

• income from labor or creative activity (wages, royalties, payments under civil law contracts);
• income from entrepreneurial activity, including income of the self-employed;
• pensions;
• scholarships.

If the applicant or another adult family member has not received funds throughout the year, that is, he claims "zero income", a support measure will be assigned only if the reason for the "zero income" is objective.

Such reasons are recognized as:

• the applicant or his family members had the status of an unemployed job seeker for no more than 6 months;
• the applicant or his family members took care of the child until he reached the age of 3 years;
• the applicant or his family members under the age of 23 studied at a general education organization or an educational organization of secondary vocational or higher education full-time and did not receive a scholarship;
• the applicant or his family members took care of a disabled child under the age of 18, or a disabled person from childhood of group I, or a disabled person of group I, or an elderly person who, according to the conclusion of a medical institution, needs constant outside care or has reached the age of 80;
• the applicant or his family members were treated for more than 3 months, as a result of which they were temporarily unable to work;
• the applicant or his family members served in the military (including a period of no more than 3 months from the date of demobilization);
• the applicant or his family members were deprived of their liberty (including a period not exceeding 3 months from the date of release);
• the applicant was (is) the only parent (legal representative) with minor children;
• the applicant or one of the members of his large family does not receive income;
• a family member of the applicant is (was) a person called up for military service on mobilization into the Armed Forces of the Russian Federation in accordance with the Decree of the President of the Russian Federation "On the announcement of partial mobilization in the Russian Federation";
• the applicant is a woman and (or) family members of the applicant were pregnant (subject to the duration of pregnancy for 6 months or more, falling within the period provided for by law, or provided that on the day of filing the application, the woman's pregnancy period is 12 weeks or more).
• ! If, in total, the parents had no income for an objective reason for at least 10 months out of 12 (unless otherwise specified in the condition), then a support measure will be appointed.

Billing period:

• 12 months preceding the four months before the month of application submission.
• The average per capita income of a family is calculated based on the amount of income of family members for 12 calendar months by dividing one-twelfth of the amount of income of all family members for the billing period by the number of family members.

Family composition:

• The family structure taken into account when calculating the average per capita income of the family includes the applicant, his spouse, minor children and children under the age of 23 years studying in general education organizations or educational organizations of secondary vocational or higher education in full-time education, including those under guardianship (with the exception of such children consisting of married).
  • The family composition taken into account when calculating the average per capita income of a family does not include:

1. persons deprived of parental rights (limited in parental rights) in relation to the child (children) for whom the application is submitted;
2. persons who are on full state support (with the exception of children under guardianship);
3. persons undergoing military service on conscription, as well as military personnel studying in military professional organizations and military educational institutions of higher education and who have not signed a contract for military service;
4. persons serving a sentence of imprisonment;
5. persons undergoing compulsory medical treatment by court decision;
6. persons against whom a preventive measure in the form of detention has been applied.

Frequency of provision:

• once.

When calculating the average per capita income of a family , they are not taken into account:

• the child benefit payments provided for by this Law, made for previous periods;
• monthly payments established by Federal Law No. 418-FZ of December 28, 2017 "On monthly payments to families with children" for a child in respect of whom a child benefit has been assigned, made for previous periods;
• the amount of one-time financial assistance paid at the expense of the federal budget, regional, local budgets and other sources in connection with a natural disaster or other extraordinary circumstances, as well as in connection with a terrorist act;
• monthly payments to unemployed able-bodied persons caring for a disabled child under the age of 18 or a disabled person from childhood of group I;
• monthly cash payments in connection with the birth of a third child or subsequent children for a child in respect of whom a child benefit has been assigned, made for previous periods;
• the amount of benefits and other similar payments, as well as alimony for a child who has reached the age of 18 or 23 on the day of filing the application in cases provided for by the legislation of the region;
• one-time insurance payments made to compensate for damage caused to a person's life and health, his personal property and property owned jointly by his family members, as well as monthly amounts associated with additional expenses for medical, social and professional rehabilitation in accordance with the decision of the state medical and social expertise service;
• state social assistance on the basis of a social contract.

• 20 working days.
