Patient safety is a fundamental principle of medical care.

Each type, form and conditions of medical care are accompanied by certain risks for patients.

Undesirable events in the implementation of medical activities can occur as a result of any medical interventions, even if they are performed correctly (regardless of whether they have a diagnostic, therapeutic or rehabilitative orientation).

To improve patient safety, comprehensive solutions are needed within the healthcare system – a wide range of measures to improve the organization of activities, including infection control, safe use of medicines and medical devices, safe clinical practice and safe conditions for care.

The safety of medical activity is the absence of preventable harm, the risks of its occurrence and (or) the degree of reduction of permissible harm to the life and health of citizens, medical and pharmaceutical workers, the environment when carrying out medical activities.

Recognizing patient safety as a key health priority, the World Health Assembly, during its 72nd session, adopted resolution WHA72.6 "Global Actions to ensure patient safety" on May 25, 2019 and declared September 17 as World Patient Safety Day.

The goal of the World Patient Safety Day is to raise global awareness of patient safety and encourage international solidarity in actions aimed at improving patient safety and reducing harm to patients around the world, both the professional community and the patients themselves, their relatives, and various organizations representing the interests of patients.

Unsafe methods of drug treatment and errors in the use of medicines are among the leading causes of preventable harm to patients in medical institutions around the world. Medication errors are allowed where systemic deficiencies in the organization of drug therapy, as well as human factors, such as fatigue, unsatisfactory working conditions or lack of staff, affect the correctness of prescribing, accounting, vacation, taking medications and monitoring their use, which in turn can cause serious harm to the patient, lead to disability or even death. The ongoing COVID-19 pandemic has significantly increased the risk of such errors and related harm. Taking into account the enormous burden of the damage caused, the theme of the World Patient Safety Day 2022 was formulated as "Safe use of medicines".

The slogan of the World Patient Safety Day 2022 – "Medicines without harm" – is intended to focus efforts on ensuring the safety of the drug therapy process and preventing harm to patients, as well as to intensify actions within the framework of the WHO global task, encouraging all stakeholders to include among the priorities the safe use of medicines and the elimination of risky methods of work and systemic deficiencies, paying special attention to the three main causes of preventable damage during drug treatment – high-risk situations, patient transfer procedures and polypharmacotherapy.

Objectives of the World Patient Safety Day 2022:

  1. To raise awareness of the world community about the significant burden of damage caused by drug errors and unsafe methods of drug use, and to call for urgent action to improve the safety of drug therapy.
  2. To involve key stakeholders and partners in efforts to prevent drug errors and reduce the harm associated with the use of medicines.
  3. To empower patients and their families to actively promote the safe use of medicines.
  4. To give mass character to the efforts to fulfill the WHO global task of ensuring patient safety "Medicines without harm".

Everyone strives to provide high-quality and safe medical care, and yet, according to the World Health Organization:

  • undesirable events caused by unsafe medical care are one of the top 10 causes of death and disability worldwide;
  • the harm caused as a result of a number of undesirable events can be prevented in almost 50% of cases;
  • worldwide, 4 out of 10 patients are harmed in the provision of primary and outpatient medical care;
  • non-compliance with safety rules during surgical care is the cause of complications in almost 25% of patients;
  • in the member countries of the Organization for Economic Cooperation and Development (OECD) 15% of all expenses and workload in hospitals are a direct consequence of undesirable events.

The problems in ensuring the safety of medical care are also evidenced by the results of Roszdravnadzor inspections.

During the inspections carried out, 6,620 violations of mandatory requirements were revealed in the activities of 2,943 medical organizations, of which 3,269 relate to violations of citizens' rights in the field of health protection; 1,125 - violations of the procedures for providing medical care; 672 - violations of the procedures for conducting medical examinations, medical examinations and examinations; 38 - violations of the organization and implementation of departmental quality control and safety of medical care 938 - violations of the organization and implementation of internal quality control and safety of medical activities.

Ensuring the maximum level of health care safety is an urgent task on a national scale, the solution of which requires the joint efforts of all stakeholders, including state, departmental, public (including patient) organizations.

On September 17, 2022, the Ministry of Health of the Russian Federation, together with Roszdravnadzor and in cooperation with the WHO representative office in Russia, planned events dedicated to the World Patient Safety Day:

  • conducting the All–Russian Olympiad on Safety in Healthcare - to identify the level of competence in various areas of ensuring the safety of medical activities;
  • interactive survey for patients and medical professionals on topical issues of patient safety, the purpose of which is to analyze awareness of priority issues related to safety in receiving and providing medical care;
  • conducting thematic press conferences and briefings on patient safety with the participation of WHO representatives in the Russian Federation, representatives of the Ministry of Health of Russia, Roszdravnadzor, health authorities of the constituent entities of the Russian Federation, as well as leading medical, scientific and educational organizations in the field of healthcare and professional medical communities;
  • conducting thematic events dedicated to the World Patient Safety Day: interactive workshops, lectures, thematic meetings, "open days" and other events, including initiatives to attract the attention of patients and their relatives to issues of responsibility for their own health;
  • The All–Russian competition "Quality Leader in Healthcare" is for teams of healthcare professionals who have implemented successful projects aimed at improving the quality and safety of medical activities.

We are confident that the World Patient Safety Day will attract public attention to safety issues, stimulate the joint work of all stakeholders and serve as a basis for the development of programs to improve the safety and quality of life and health of citizens in the Russian Federation.
