Today, many state medical institutions are experiencing a shortage of medical personnel, especially narrow, scarce specialties. This is a problem both in our region and in most regions of Russia.
Over the past years, the region has been implementing departmental programs for the development of the industry, including measures to improve the skills of medical personnel, step-by-step elimination of the shortage of medical personnel, as well as differentiated measures of social support for medical workers, primarily the most deficient specialties.
For the implementation of social support measures for doctors, almost 100 million rubles are allocated annually from the regional budget. This includes a social payment for the construction and purchase of housing for doctors of scarce specialties, all medical workers monthly monetary compensation for the costs of paying housing and communal services; monthly scholarships for residents studying under the target set and students-"target workers", "lifting" employed in the positions of secondary medical workers of paramedic-obstetric stations, the federal program "Zemsky doctor" and "Zemsky paramedic" co-financed by the region, a one-time social payment "Governor's million", nominal incentive bonuses.
In order to identify the level of satisfaction of the population, including the medical workers themselves, with measures to eliminate the shortage of medical personnel in the region, the health department of the Lipetsk region conducted a survey on the topic from September 13 to 26, 2021: "Provision of social support measures to medical workers" among registered users of the Unified Portal of State and Municipal Services (Gosuslugi) who have a confirmed account.
